Dr. Balcer grew up outside of New Orleans, Louisiana. He graduated from Louisiana State University in 2001 with a Bachelor of Science degree in Microbiology and a minor in Chemistry. Of course, he continues to bleed purple and gold for his beloved LSU Tigers’ football. He took a year off after earning his degree to complete research in Developmental Molecular Neurobiology at LSU Health Science Center. He then received his doctorate in 2006 from Southern College of Optometry in Memphis, Tennessee. Dr. Balcer is currently a member of the American Optometric Association and Oregon Optometric Physicians Association. He has also served time on the boards of the local Lions Club and the La Pine Chamber of Commerce.

Dr. Balcer takes pride in providing personalized comprehensive eye care to each one of his patients. He focuses on the diagnosis and treatment of eye disease, specialty contact lenses, and pediatrics.

Dr. Balcer loves all of what Central Oregon has to offer. In his off time he enjoys running, snowboarding, golfing, hiking, fishing, hunting, rafting, and mountain biking.  He and his wife, Darcy, now spend much of their free time with their two young children.
